It wasn't often that Vocado took trips to the big cities. Now that he had a leadership role, his worry of being noticed was at an all-time high. Getting attention by civilians was fine and dandy, of course, but if a World Trade operative happened upon him and decided to open fire in a busy street, he'd have more than a few casualties on his hands. It was a macabre thought, perhaps, but one could never be too careful. The Arcosians were vile creatures, after all, or at least that's what the history books said.
Occasionally, though, his worries were pushed aside for more pressing matters. Alliances to be made was one of them.
The King had met with a group known as the Pride Troopers some odd-month ago, but hadn't had time to properly ally with them then. Things had gotten complicated, and they split up. In the intervening time, Vocado had almost forgotten about them, until he heard some news channel mention the name a couple days back. Someone named Koban had helped protect an ancient relic or some-such from a group of super-powered villains. Judging from the stories, they were real powerhouses, but Koban helped stopped them, which meant he clearly had some power-- or at least some influence-- under his flashy belt.
So Vocado had his men track down their base of operations. It was simple enough, but he hadn't time to meet in person until just recently. With his calendar emptied, Vocado donned his cloak, and set out for the northern reaches.
Only problem was, he wasn't sure his data was up to snuff. He'd gotten the report in a few weeks ago, and by now, they could have changed the way their base looked, or even moved cities! It was a bad situation, but perhaps he could flush the hero out.
With a quick descent into the city, Vocado covered his face with his cape like a vampire, and approached a crowd.
"Hark! It is I, the Villain of Evil! I am here to challenge Koban for his title of Powerful Man!"
With a strange glare, the crowd simply ignored him.
"Not exactly what I was hoping for," he mused dejectedly, "maybe I need to scare them a bit..."
Suddenly, his aura flared to life. The bright red burning around him like a crimson beacon. The sheer force blew umbrellas away and upturned tables. The small crowd suddenly cowered, and a few ran in fear.
Only now was he realizing how poorly this plan was thought-out. He could have just asked around for Koban's address, or looked him up online. But he'd already dug himself into this hole, so there was no point backing out now.
"Yes! Yes! Bring me the one named Koban! Muahaha!"

Bella sat on the edge.
Literally, feet dangling down, a slight lean forward was all she needed to peer down at the street far below. Casually plopped atop the skyscraper, the spot allowed for an amazing view of the city and the landscape beyond. One of the tallest structures in the city she had chosen it on purpose and with good reason. Like some super hero she scanned the world below on the lookout for anything unusual. If she cared to complete the image all she needed was a cape to flap behind her in the powerful winds that whipped around the buildings peak.
While she didn’t have the look or exactly the charisma of a hero like Koban, she desired it…the latter part at least. Recent events revealed to her that no matter how positively she viewed the world and how hopeful she was for all in it there were people whom simply wanted to make others suffer. Whether it was career criminals or monsters like Mumbo and Maple, individuals existed that cared little for the lives and efforts of others. As much as she hated it, that was the reality and if the PT couldn’t bring ever lasting peace to the galaxy then she planned to do her best to keep evil down where she could. Bella would settle for “almost” a perfect world.
From her perch she could sense a number of powerful individuals within the city, some she knew and other she didn’t. Strength alone wasn’t enough to call her to action for some with power comparable to her own wanted nothing more than to live their own lives. Only when she felt a burst in strength of a particular signature, one she did not know, did her brow furrow. There was a chance it might belong to some attention seeking fellow trying to impress another, but a threat like that grey skinned Majin was just as likely. Jaw set in determination she shoved of the ledge and dropped.
Halfway down her ability to fly took over and the downward momentum ended instantly. Like a red headed rocket she shot towards the signature and in moments she was there. Missing Vocado’s “menacing” words as she set down, a light jog was initiated to absorb the last of her momentum before she came to a full stop several yards from him. Dressed in her normal working outfit the PT logo remained on full display on her upper chest. Unaware that he was actually here looking for Koban she treated him like the threat he appeared to be.
”There a problem here?” She asked with a glance at the upturned tables and chairs. ”Or is a strong wind to blame?”

It was surprising how quick do-gooders from Earth rose to action. If it wasn't evident from the news of that Lookout event, it certainly was here. A woman with considerable power revealed herself from the air, a strange yet familiar crest adorning her shirt. Was she one of Koban's allies, or something worse? The horns didn't exactly give her an air of justice.
Vocado dropped the cape from his face, revealing his identity to the woman. With no spectators left in the area, he wasn't too worried about giving his cause bad publicity.
"Maybe so," he said, free of his poor imitation of evil. "Apologies for the poor acting. I couldn't think of a quicker way to contact the heroes your planet seem to love so much, and time is of the essence."
His scouter blipped in alarm; her battle point was one of the highest he'd encountered, give or take a friendly Oozaru or two. Still though, he ignored it. If she was a threat, he had an ace up his sleeve. A dangerous, untested, and highly destructive ace, but one couldn't be picky in a losing war. He clicked the scouter into silent mode, and the warning faded off.
"I was looking for one of the first men I met when I landed here. He said he'd be willing to help with the Arcosian threat. You wouldn't happen to know a Koban, would you?"

This was his way of getting attention? Bella restrained the snort she wanted to let out. Her arms slowly moved to cross over her chest as he explained himself. The mention of the Arcosian threat left her uneasy. Not to mention he asked if she knew Koban in the same breath. An advocate for staying out of the conflict all together, it seemed that the Captain wanted to be involved and he already chose a side. For his sake and because she wanted to present a united PT front, she kept her own displeasure to herself for now.
”I know him. Close friend of mine in fact and fellow Pride Trooper.” She figured it impossible that Koban failed to mention the group if he promised help. His dream and his mission is what drove the Troop so he used almost every chance to spread their name in the name of justice. Was there really justice to be had in this war though?
Whomever this Saiyan was, he was strong. Unimpressed with the way he used his strength to summon attention, she found she couldn’t just shove him off. The war really wasn’t their issue to tackle, but hadn’t Koban taught her to never deny someone help? The very least she could do was see what it was he wanted their help with and hope that it wasn’t stepping on the front lines.
”What sort of assistance do you need? I don’t know about committing all of the PT’s members to the conflict, but perhaps there is something I can do to help.” Maybe he just wanted support to chase off an Arcosian or two, like the lot of them had done on the Lookout. Convinced she needed to take a more active roll against threats, she still wasn’t gung-ho about throwing fists if it could be helped. One hand slid down to reach for the phone in her back pocket, fingers prepared to dial the number she had a feeling she was going to need. The truth of it was, Koban probably made a promise they were going to need to uphold.

A slight smile crept onto Vocado's face. So she wasn't just some good samaritan then; she was part of Koban's fighting squadron. Maybe things weren't so bad after all, then. If she was willing to listen, then maybe they'd be willing to ally with the Saiyan's. It was probably going to be a hard sell either way. The Saiyans had promised ages ago to keep Earth out of their business whenever possible, or at least that's what Vocado remembered from the history books. Peace treaties written that long ago can fade a bit as time passes, after all.
"Right. I should probably just get to the point, then."
Vocado gave a quick glance around. The cafe he'd landed near was deserted now, which, in hindsight, was probably a fairly rude thing to do. He wasn't exactly thinking at the time, okay?
"I'm not going to ask the lot of you to promise your weapons to my cause; that would be insulting to your people's history. The only thing I want is to assure you won't be considering taking the side of the Arcosian people."
He let his words sink in. It might have sounded like a silly request to some, but he had read a bit about the Arcosian's when he was younger. They were just as wily as they were powerful. Their old empire was built on strength, but its backbone was silvered tongues and honeyed words. The Saiyan was more worried about the heroes of Earth being tricked by the Arcosian's than he was worried they'd lose their home as well.
"Our people were at odds once, some few-hundred years ago. I want to make sure old grudges don't bubble up. Family ties stretch back far, after all."

It was through sheer coincidence that the day Vocado chose to take Koban up on his suggestion to visit North City to get in contact with him that Koban was not actually around North City at his usual time, his return to North City having been massively delayed by the need to aid in putting out a fire back in West City. In general while his skills were not exactly ideal for fighting the fire itself he WAS quite capable of aiding in the rescue of those trapped within and the fire that had held him up had been too intense for the firefighters to work in, but with Koban’s help they were able to focus on putting out the flames themselves while he zipped through the building to pull people, and a few pets, to safety.
As such it was a slightly charred Koban that was making his way back to North City, while the fires were not quite intense enough to do lasting harm due to how Koban had designed his suit it still would need a thorough washing in order to get it back to its normal color and hopefully to remove the heavy scent of smoke.
As Koban was making his way to the Headquarters he got a message about someone causing a ruckus, followed by another that Bella was on the case. Koban very briefly weighed his options as he reached out with his senses, he could sense Bella’s presence and to his surprise found it was near another familiar energy signature. Vocado!
“I suppose I can wait a bit longer” Koban said with a shrug shifting in the air and taking off for the area where Vocado and Bella were located, he soon arrived on the scene landing near the duo with a grin “It’s been a while Vocado! I was starting to wonder if you weren’t as interested in another meet up as you seemed.” Koban said with a grin, clearly though it was more likely that Vocado had just been busy with his new role, idly Koban wondered what it was that had been the ruckus he had been messaged about. Everything seemed mostly fine and neither Bella nor Vocado seemed like they had been fighting anyone.

It wasn't long before the one he'd been looking for emerged. Adorned in his oddly charred yet still inspiring heroic costume was Koban, in all his blue-skinned glory. He touched down across from Vocado and Bella, giving a warm greeting, which Vocado reciprocated.
"Apologies for the delay, my friend. The war effort has been slow, especially since keeping the Earthling public out of harm's way is top priority. I don't want to see fights breaking out in the streets of a planet that didn't ask for a war."
His scouter blipped again, and Vocado was surprised at the results. Bella had been strong, but Koban was mighty indeed! It was no wonder he was a famed hero.
"I was hoping we could discuss matters of alliances. I believe a few of my top men have met with some of yours already, but I was hoping we could have a chat about it ourselves."

Koban shrugged off Vocado’s apology, as far as he was concerned it was entirely unnecessary. Koban knew at least to a small extent what it was like to be busy trying to organize a group, the fact that Vocado was trying to organize an entire Kingdom that was shattered by a war that was still being waged just made it all the more difficult on the man, if he needed time to catch up with him than so be it.
“Well, I’ve met with Banzo at least and uh... “ Koban paused wracking his brain for the name of the female Saiyan that he had met alongside Vocado “Xana? Though I only saw her back when we first met up, I’ve met up with Banzo a few times though, between just you and him it looks like the Fleet is going to have some problems” Koban said with a grin, and that was discounting anyone else who stood at Vocado’s side, if the Fleet kept up the blockade and its generally unpleasant actions Koban was fairly certain he would be one of those people.
“I’m fine with a chat, we could head back to the base if you like, the ghosts make some good coffee” Koban said with a grin, so far the resident spirits in the base had much like Sam had believed, been mostly benign, sometimes they played some tricks but a comfortable rhythm had developed to the point that they even occasionally helped with the odd job or two around the base.
