Players are able to purchase a Dragon Radar from the store for 8,000 XP, and costs 500 XP to activate your battery for a scan. Each battery is used up in 1 scan, and initiates a scan of the entire planet.
After the purchase of both a Dragon Radar and the use of a Battery, the scan works as follows. A player, while on Earth or Namek, posts in the designated Roll Thread that he has initiated a scan. Each player is allowed 1 scan per week (it would burn out the circuitry of the Dragon Radar to scan more). The random rolls will be handled by moderators on a roll site. If a scan lands on a number (1-7) that corresponds with an available Dragon Ball, the player receives the Dragon Ball. Regardless of whether the scan finds a Dragon Ball or not, the Battery is used and removed from inventory. If a Dragon Ball is found, that Dragon Ball is added into the scanner's inventory.
How Challenges Will Work The Scanner must be on Earth or Namek. If the Scan rolls on one of the Dragon Balls that is already owned, the Dragon Ball Challenge may be initiated by the Scanner. If the Challenge is initiated, the Challenged Holder has 48 hours to respond by either surrendering the Dragon Ball in a thread, OR opening a Death Enabled thread to defend his/her Dragon Ball(s). If a Holder has multiple Dragon Balls, all of those Dragon Balls may be Challenged at once. If the Holder does not respond in 48 hours, all Dragon Balls are forfeit to the Challenger. If the Challenger does not respond to the Holder's thread within 48 hours, their Dragon Balls are forfeit to the Challenged Holder. If the Challenger has Dragon Ball(s) and loses, his Dragon Balls are forfeit to the Challenged Holder. The victor of the Death Enabled thread wins the Dragon Balls. After the Dragon Ball DE, the Challenger must wait 2 weeks before initiating another Challenge, regardless of whether or not they succeeded in the DE. However, if the Challenger does not roll the correct 1-7 number to require a response from the Holder, they are allowed to try again in 1 week. Once your ball is rolled, both you and your challenger will have their items locked for the purposes of the thread. This means no making item trades back and forth to prepare for the upcoming challenge, and no moving your excess Dragon Balls to safety. However, if there is something to show that you were intending to make a trade in a thread (ie. the thread stalled but the trade should have happened), we may permit it.
Multiple Challengers are allowed. For instance, if two people are in a Challenge thread, and third rolls one of their Dragon Ball numbers, they are allowed to enter the thread. No other assistance can be given. Although mechanically they are Closed DEs, Challenge threads carry a halved DE bonus.
Dragon Ball holders are bound to the following rules:
1) A Holder can never hide their Dragon Balls. The Dragon Balls are considered to always be Challenge-able.
2) A Holder may give Dragon Balls freely to another person in the corresponding planet's Roll Thread as long as that person is on Earth or Namek and an IC thread of the transaction is made that is linked and referenced in the Roll Thread, but it is never returnable to the Item Shop, to prevent spiteful retaliatory acts.
3) A Holder may never destroy their Dragon Balls, or give their Dragon Balls to someone else to avoid an active Challenge.
4) A Holder may never take the Dragon Balls off of Earth or Namek, as a magical field prevents it from leaving Shenron or Porunga. As such, a Holder may not leave Earth/Namek unless they give their Dragon Ball(s) away.
5) The Dragon Balls are considered traveling with their Holder at all times, but are only winnable during a Challenge thread.
Dragon Ball Challenge DEs are bound to the following rules:RULE 1) You may not enter a DB challenge that has been ongoing for more than one month. If you roll into one of these challenges, you are permitted to re-roll free of charge, though your one-week roll cooldown still applies. RULE 1§B) If a Dragon Ball holder is locked in a non-DB challenge DE (Open, Closed, Saga), your 500 roll XP is refunded and you can roll again next week. RULE 2) If a new character enters a DB challenge, participants in the thread are granted a one-turn, uninterruptible escape that must be used on their first post after the new character joins.RULE 3) If you choose to escape a thread in this way, every Dragon Ball you have that has been rolled (if any) by other players to either create or enter the thread will be forfeited to the victor of the DE. RULE 2§ If a character already has over 200%+ damage in a DB DE, they cannot use this free escape if a new challenger joins. Normal escape attempts can be made as per usual. RULE 4) You may not rejoin a DB DE you have escaped under any circumstances. RULE 5) A Dragon Ball Wish CANNOT be rolled into with a Dragon Radar.
RULE 6) If an interruptible wish is made, the thread operates on normal DE rules. When Shenron or Porunga depart with the granting of their wishes, the thread instantly reverts back to a non-DE. You cannot change the intent of or otherwise reopen a Wish DE.
 SHENRON SUMMONING

When a Holder has all 7 Earth Dragon Balls, they may summon this Eternal Dragon, so long as they are on Earth. When they summon the Dragon, a Saga automatically begins. The Dragon is able to immediately and without interruption grant one of the following wishes to the Holder, unless stated otherwise:
1) "I want to revive..." You can bring your friends back from the dead! This permits the revival of One or a Group of People- belonging to same faction or on the same planet. You cannot exclude specific characters from large revive wishes that would otherwise include them.
2) "I want ultimate strength!" *Double Malus rule This increases one's base Power Level by 50,000, optionally unlocking any surpassed transformations immediately.
3) "I want an unrivaled ally!" *Double Malus rule Immediate creation of a special Minion that starts with 50,000 Base Power Level.
4) "I want great riches!" *Double Malus rule One person of choice receives 50,000 XP worth of raw XP.
5) "I want to restore..." A Wisher can restore any destroyed Planet, Region, or City, along with its Population. You cannot exclude specific characters from large revive wishes that would otherwise include them in the case of population restoration.
6) "Bring this person to..." Wisher may teleport themselves, or others, though this requires OOC or IC consent, to a Planet- save for Otherworld.
7) "Grant me immortality!" *INTERRUPTABLE A Wisher may be granted immortality. They may never fear death, though they can still be knocked out.

Any other wish beyond these 7 standard, such as species swap, de-Immortalizing, or other powerful custom wishes, will require the user to wait 72 hours while the Saga major event interrupt kicks in, and their wishes may be denied by a staff review. Their wish will be reviewed in the same manner that technique applications are reviewed, but at least three staff will voice their opinion. The victor of the interrupt, if there is one, may take a wish. Porunga can only grant one custom wish of its three wishes, and this custom wish may be denied if it is deemed to strong (in comparison to Shenron).
Once the wish is granted, the Dragon disappears and the Dragon Balls disperse across the world, turning to Stone for 6 months.
However, after only after all opposition is quelled, a 1,000,000+ PL attack from a Super Saiyan-tier fighter can 'kill' the dragon, increasing the inert timeframe to 8 months. Attacking the dragon while there is still active characters in opposition is ineffective.
Only one set of Dragon Balls can be active at once. The cooldown timer for the inert set begins when the other set has been used. (i.e: Earth’s DBs used -> 6 months pass -> Namek DBs activate, Earth DBs are still inert). If Earth or Namek are either lacking a Kami/Guru or are destroyed, the same set reactivates after 6 months due to the absence of the other.
If Earth's Kami or Namek's Guru perish, the Dragon Balls of their respective planets instantly deactivate. During the time where the DBs are inert, a Kami/Guru can attempt to deactivate the Dragon Balls via an Open DE if they so wish. Activation does not require a DE. They CANNOT turn off the DBs while they are active.
* If a wish will place a character into or past Double Malus, that wish will be considered interruptable and will open the thread for two days to allow entrants to attempt to stop, or protect, the wisher.
In an interrupted wish, the wisher will need to quell all resistance in order to complete the wish. This can be achieved through kills, escapes/exits, or the resisting players simply giving their consent for the wish to continue. Sometimes, even diplomacy works!

Shared Power Wishes will operate on a percentage-based system. When requesting power be split across multiple users, the total will now be adjusted based upon how many individuals are included. This can be used on a maximum of seven characters, all of whom must be unique players. The exact increments are as follows:
