Chime's PL: 28,000
The recent reclamation and cleansing of Satan City hadn't been without its damages. No loss of life, that Chime had heard, but the architecture hadn't come out as lucky. The sewers got the worst of it, though no one could give him a straight answer as to why, besides 'a fight.' Why anyone would be fighting down there, the little Namekian didn't have the slightest clue. Maybe the source of the corruption had been hidden away down there? Whatever the reason, it was gone now, and the people of the city had returned to their normal selves, without that persistent haze of gloom hanging over them all.
Without anyone to heal, Chime was spending his time helping the reconstruction effort. He didn't have any idea how to repair sewers and buildings, true, but he could supply those that did with near-infinite materials. So there, he sat, clad in a pair of overalls and a bandana instead of his usual robes, at the edge of the central city square. He'd offered his help to the local workers, and told them of his abilities, though they hadn't believed he could create objects out of nowhere until he showed them. After that, he was swamped with requests, mostly for batches of bricks, nails and screws, and even some pipes (though they'd had to give him examples to copy from.)
Just making one or two objects was easy for him, but creating item after item, all day like he had been, was tiring. Chime sighed, and let his head thump back against the wall behind him, watching the people pass by in the city. He could take a break, just for a moment. Fospha

After the urging of an associate, Fospha had decided to investigate the matter of Badman City. Or, as she had quickly learnt it was called, ‘Satan City’, which did have a bit more of a ring to it. Of course, she couldn’t check it out as the Director of Vegeta, as the Traitor Princess of the Fleet, no, that’d catch suspicion quickly. No, she took the guise of ‘Silkon’, a Doragon refugee fleeing from persecution by the WTF who happened to crash near Satan City just before the ‘mind control hijinks’ she’d heard so much about happened. Bozo told her this was once WTF territory, but from what she’d heard from asking the daft locals (or perhaps just ‘the locals’; not to be redundant, as all of the locals were daft) it was the Goons who took over. It didn’t really seem to count, to Fospha, for whom the Fleet’s style was to invade at a planetary scale. But it shouldn’t be too hard to invade it back, if I so wanted. Of course, for Earth to have reclaimed it, they must have had some degree of power, but Earthlings had the strange tendency to be very weak indeed. Only one way to find out, she thought, opening up her Scouter… oh, nevermind, wow. 28kPL! It wasn’t as high as Fospha’s maximum level, but still, wow. She came to Satan City for some investigating, and that was certainly what she was to do. If not the city proper, whatever idiots were here to defend it. Which took her to one of the places she was hoping she wouldn’t need to explore: the sewers. Well, not in the sewers, but at the central city square, near one of the sewer entrances. ”S-Sir!” She sounded like she was quiet by default, but was forcing some volume into her voice. She sounded unsure, scared, perhaps naive. Fospha had approached what looked like a Namekian from the street, her composure unimposing, her clothing intentionally roughed up and her Scouter not visible. ”Sir, you look, er, important.” She almost sounded like a young girl, despite being in her twenties. ”Would you be able to— and it’s quite alright if you, erm, can’t, — maybe, help me with a little… thing? Please?”Now all she had to do was make up her story, tie up this green sucker on her lies and, in the process, learn of and manipulate him. From there? From there, the possibilities were without limit. 9,163PL

Chime sensed her a moment before he heard her. Someone decently powerful stuck out among the common citizens, and at first, he assumed it to be someone like him, here to help with the relief effort. To his surprise, it was a rather rumpled looking young woman, obviously an outsider to the city. If her appearance alone didn't indicate that, then her demeanor did, she seemed so uncertain and lost. Chime stood to greet her as she approached, and gave her his best reassuring smile.
"Hey there! I can't promise I can help, but I'll do my best. What's the matter?" He had a few guesses as to what was wrong, the foremost being that she lost something (or someone) in the chaos surrounding the city these past few months. He hoped no one she knew had died, that wasn't a conversation he was prepared to have. ...And he also didn't want anyone to have died, just as a general rule.
As she got closer, Chime tilted his head to the side to peer at her. He was trying to place exactly what she was, and he didn't want to ask her outright. She could actually be an Earthling, he'd seen some with animalistic features before. Or maybe she was like his friend Neo? The tails were similar, and they both had horns...but Neo's horns were different, more like antlers. He ended up pouting a bit as he tried to figure it out. Maybe there would be some way to ask naturally, in conversation, without just bluntly asking 'what the heck are you.'

”Well, I’ve seen a few Namekians before, and…”
Owing to her great skill at acting and control over her body, Fospha’s eyes would begin to water. Things were going precisely as planned; all she needed was for him to continue falling for it as he had started doing so, and her fun would certainly be had. Now, a story… a missing… child? No, too young. Parent? Possible. Maybe a… sibling, yes, that’ll do nicely. A sister, yes, that’ll work. ”Sorry, it’s just that all three Namekians I know— well, two, now—” brilliant, creating sad details to her story to ensure its believability, ”can sense ki and I was wondering, er asking, I mean, urhm…”
Oh, this was just too good. A single tear was beginning to flow down her cheek. ”M-My sister, you see, she came with us after the attack.” Keeping it vague was sometimes useful too. It implied that Fospha knew more about the attack and was so used to talking about it that she assumed that others would know what it was too. The use of ‘us’, too? Brilliant. ”She’s about twice as powerful as me, and, well, I h—” The words didn’t come out. ”A-and I haven’t seen her, since, since…” She mumbled the rest, seemingly too emotional to finish the sentence. ”Can you— can you please, er… try to, I mean… ‘sense’ her for me? Please? To see if she's safe? Ma said she just ran from home again, but...”

He bought the lie hook, line, and sinker. His face instantly took on a sympathetic expression, and he nodded along with her as she spoke. She mentioned knowing other Namekians and he wondered, briefly, if it was anyone he knew. He'd only met a few in his time on Earth, after all. But he didn't ask after that now, that wasn't important. He had a missing sister to find.
"I can sense energy, yeah. I think it comes easier to us, but we kind of cheat," Chime pointed to the antenna on his head, and smiled at the poor woman. He was trying to joke around just a little and lighten the mood. His head tilted to the side and his antenna twitched a bit as he regarded her, reading her power, as he just said he could. She seemed decently strong, and claimed her sister was even stronger. They could've put up some sort of fight instead of just fleeing, couldn't they? But whoever placed a curse on the entire city must have been powerful, probably stronger than Chime was now. He shook the thought from his head. It wasn't fair to this woman or her sister to think like that.
"You stay here, okay? Guard my spot. I'm going to have a look around." He told her, then kicked off from the ground to start floating into the air. There wasn't really any need for her to 'guard' his spot by the manhole, of course, but he wanted her to feel like she was helping. Maybe something simple like that would take her mind off how she was feeling.
Soon, Chime was hovering several stories up, between the tall buildings of Satan City. He shut his eyes and extended his senses to their limit. A strong presence like that should stand out amongst the low power-levels of the average citizen. But, while he did notice a few powerful presences (likely others like himself, here to help rebuilding the city), nothing seemed similar to the orange woman down below. Even if she was twice as strong, her sister should have a similar feel to her energy. Chime opened his eyes and sighed. He hated to be the bearer of bad news, but...
"I don't feel her anywhere." He told her with clear regret in his voice, as he floated back down towards her, "Maybe she fled somewhere? Is there anywhere else you think she would go?"
