History -
Within some, there is no potential to utilize one's Ki in a traditional manner. Some people, humans especially, quite often don't have what it takes to become a warrior worthy of even a mote of recognition, only a select odd few ever gaining power enough to rise above the rest. In this class of average people, instead, lies a different form of potential. Within these otherwise powerless individuals is... room. Room for power to fit, given they have the mentality and fortitude for it. Through various means, though most often magical in nature, one can call upon shapeless specters of power known as 'Tenno' and bind them to a person's soul.
These spirits are often shapeless and without definition, only able to latch to weak souls or risk being overpowered. If a bind is successful, the Tenno's new 'master' often shapes them unknowingly with their desires, preferences, and general potential. Once formed, they now act as 'guardians', and as extensions of their wielders - pain and sensory input are shared across them both.
Suketa is an odd case, given he seemed to have had a Tenno throughout his entire life, but it only manifested on death's door during a decisive battle. Now armed with such a powerful companion... his plans have yet to really change. Dubbed 'Hailstorm', his Tenno is mostly utilized for long-distance scouting or communication.

[A1] Icy Veins: Hailstorm drastically lowers the temperature of the surrounding air and his touch becomes frigid, allowing him to create icy projectiles or touch somebody directly for a cold shock. Does 33% of his PL in damage.
[B1] Sno-Globe: A quick flourish springs a translucent dome of ice to life, blocking attacks with power equal to 33% of Hailstorm's PL.
[SU1] Arctic Shimmer: A twitch of power and gracious utilization of his skates lets Hailstorm deftly dodge an attack under 100% of his PL.
