Wintoz Ycilce 'The Arbiter' 60•Arcosian•Appears Male
Calm•Logical•Deadly
Backround
The story of Wintoz Ycilce is not one that begins with some undying act of vengeance by a lifelong foe, nor abandonment by those closest to him. Rather, the Arocsian’s life began in a small home in his squalid home in the frozen planet of Arcose. His progenitor, Polaro, had once been an aide to one of the unstable “emperors” of the corrupt empire before it had fallen to the might of the WTF. The old Arocsian often muttered half-forgotten stories about this to his progeny, who affected attention.
Young Wintoz and his brother, Iztoz, were educated heavily in these formative years, learning the art of combat from academy and parent, as well as the basics of strategy and tactics. The latter was something Wintoz took to especially well, advancing nearly as fast as his brother did in combat. The two were inseparable, as they needed to be in the back-alleys of the great city. Working together, the pair managed to brand a mark into the underground, and with the assistance of a few allies, they cleared those that had attacked so many from the small section in where they lived. Their father, however, only used this as an excuse to urge the pair into joining his small group’s suicidal plan to end the WTF. No matter what benefit the brothers managed to incur on their campaign, Polaro always squandered it on petty revenge on the Trade Fleet.
At the age of twenty, the brothers and their peers were afforded the greatest honor their family had seen in many years, the chance to conquer a planet in the name of the controversial World Trade Organization. This was an enormous opportunity for the family, a chance to catapult the Ycilce name from the ice-encrusted turf to soldiers for the most powerful force this side of Vegeta. What could they do but accept? Despite Polaro’s threats of disownment, the brothers left for the stars.
The first wave of the attack went rather well, as Trade Fleet forces annihilated the capital city of the savage world, scattering their army to the winds. Wintoz served with distinction, if not recognition, helping coordinate attacks and security squads in the aftermath. Tired and drained, but still exultant, the Arcosian trudged back towards the ship, planning to regain his energy for what was sure to be a messy cleanup operation. Sadly, events proceeded in a rather different fashion.
Upon his return to the ship, Wintoz was hauled bodily into the war room of the craft as those officers he had aided just a few hours before tore strips out of him for his failure, his great oversight. Confused, the Arcosian questioned his superiors about their meaning, he had done nothing that they not authorized. That is when they revealed his brother, the one he had trusted above all others, the one he had loved, had betrayed them all, murdering his squad before vanishing into the damp night. On it's own this act would have been horrendous for sure, but there was one thing that made it worse. Before escaping, the warrior had released every prisoner in the stockades, which included several beings who were suspected of some level of magical talent. This rang horribly truly in Wintoz's ears, as years of small occurrences of this magical obsession began revealing themselves one by one in his head as the psychic blocks and memory repressions snapped like twigs before Wintoz's grief-stricken assault. Despite days of searching on the part of Wintoz, Iztoz was never found.
Heartbroken, Wintoz threw himself into mission after mission for the Trade Fleet, seeking to assuage for his brother’s great crime, amassing a vast library of knowledge in the pursuit of self-improvement. Rising to quite a senior position in Fleet, the Arocsian has become one of the Fleet's few sucessful spy hunters and a well-versed strategist, bending every resource to find even a hint of disloyalty. After all, rogue warriors cannot act alone…..

THE TECHNIQUES..................................................OFFENSIVE TECHNIQUES:
[Starter][N1] Frigid Lance - Concentrating his ki to a single point, Wintoz holds out one hand, extending his thumb, index and middle fingers towards his foe. A good-sized marble of ki forms between them, and fires off a narrow beam of blue-black ki. This technique deals 33% damage and costs 1 KP.
>>[Starter][UP2] Frigid Javelin - An upgraded version of the Frigid Lance technique, Wintoz extends both palms forward, generating a massive ki orb, which he channels a good portion of his ki into. A massive pillar of energy is released, easily obliterating most foes. This technique deals 66% damage and costs 2 KP.
>>>>[Starter][MP3] Frigid Inferno - One of Wintoz's most powerful techniques. The beginning of the technique functions similarly to the Frigid Javelin, but with one added twist. Arcs of ki radiate from the Arcosian, feeding into several orbs of his surrounding his body in a circle. When the technique is fired, these auxillary orbs fires beams of their own, combining with the main beam a few meters away and unleashing a massive ki wave that could one day destroy worlds. It deals 100% pl in damage and costs 3 KP.
SUPPORT TECHNIQUES:
TBA
UTILITY TECHNIQUES:
[Starter][UT]Energy Sense - Learned from an alien soldier that had signed on to the WTF, this ability allows Wintoz to gauge his enemies strength without the use of a scouter! Costs 0 KP and only works on living beings.

MINIONS:
Name: Cealp Species: Hakaijin (Beerus Race)* Gender: Male Age: 32
History: Cealp was born to a traditional Hakaijin family on some far-flung planet that served as a sort of hunting ground for the WTF elite. His parents were fanatical about their family's honor, forcing their children to adhere to every policy, every rule, every custom. The young Hakaishin and his siblings had no choice but to follow these procedures, due to one simple factor.
Obedience brought training.
Among the culture of their world, strength was almost synonymous with social credibility. To be considered a Hakaijin of rank, one had to compete in the Bi-Annual Destruction Games, which served as an outlet for the race's famously destructive tendencies. Eager to join the ranks of such fighting legends, young Cealp threw himself into his training, while also being bathed in custom as a result of constant gravity chamber requests. Eventually, he came of age and was ready to compete in his first try at the Games. The young warrior donned his family's ceremonial garb, prepared himself mentally, and walked into the arena.
He was annihilated.
What the grown Hakaijin didn't mention about their time in the games, is what happened OFF camera, in the far-flung woods of the arena. Gangs of thugs hired by the planet's social elite ganged up on the newly christened warriors, beating them to a bloody pulp just in time for the viewers to see one of the privileged children land a knockout blow. Cealp's story was sadly no different, and he was eliminated.
The Hakaijin was furious and immediately signed on to the next cargo hauler to Arcose. If he was not allowed to compete, then he would gain so much power that it hardly mattered. The determined warrior worked up the ranks, eventually gaining the title of Lieutenant under Lord Wintoz. It is here where he now serves. Racials: > VIGOR [ACE]: Hardened and powerful, Cider can gain +x2 to his Offensive PL for a single post. > PUSH UPS AND JUICE [MOD]: When Training, Cider's gains are treated to be on a gravity level higher. > FLIMSY [DIM]: All of Cider's transformation states have -x2 to his defense modifier. Techniques:
Offensive:
[N1] Power Impact - Cealp summons up a good amount of ki, and concentrates it into a blast about the size of a soccer ball. This is then fired at the enemy. It uses 1 KP and deals 33% of his current PL.
[UP2] Power Crash - Cealp summons up a good amount of ki, and concentrates it into a blast about the size of a small boulder. This is then fired at the enemy. It uses 2 KP and deals 66% of his current PL.
[N1]Bodyguard's Resolve - Since Cealp serves mainly as a bodyguard to Lord Wintoz, he has developed a sort of shielding technique to defend him against bothersome attacks. Uses 1 KP and has 33% of his power level to utilize.
Support:
Utility:
Transformations:
Destruction Soul(x4) - Cealp pushes his body to it's maximum output, turning his ki from an orange to a dark red. His muscle mass increases significantly and his personality grows darker as the inborn tendencies of the Hakaishin begin to consume him.
*Note using Cider's version of the race
