Chime was taking a fly around the Western Verge, as had become his habit to do when he wasn't holed up on the Lookout. He was Guardian of Earth, so it followed that he should check on the people of the planet from time to time and not stay sequestered away on his floating cereal bowl forever. Today found him floating through West City, weaving through the tall buildings and occasionally touching down on the streets. Everything seemed to be in order and the usual hustle and bustle of the Earth's commercial capital was uninterrupted by any disaster. No evil squads causing havoc, no invaders trying to take over, no celestial bodies falling from the sky. Just a typical day in the city.
He was about to leave for home when something caught his eye: a huge screen set up on the side of a skyscraper facing a busy intersection. There were several screens, actually, but most were advertising some product or other. The one he was interested was showing a newsreel with highlights from various stories. An editorial on space piracy, a story about "alien secrets" that seemed like nonsense, and then...
Coup on Arcose! How will the Galaxy fare beside TWO Saiyan Queens? The headline was a bit sensationalist, to be sure, but it was accompanied by a slightly blurry picture of Nashua. Her hair had grown since Chime had last seen her, but it was definitely the same Saiyan. Chime hovered there as the screen flipped over to some story about a bowling alley, but he wasn't paying attention. A stone had dropped into his stomach. Ever since it was pointed out to him that, with his and Nashua's Dragon Ball wish, they had effectively resurrected an army, he'd been dreading something like this. The Saiyan Kingdom hadn't made any moves to conquer anyplace, not that he'd heard of, and Queen Kayen herself had come and gone from Earth without issue. He'd almost let himself forget about it, but here it was, staring back at him through LED lights. The last person he'd expected to be helming this was Nashua. He considered her at least an ally, if not an outright friend.
Chime took a deep breath and shut his eyes. He hadn't spoken to Nashua for many months, so it took him a while to pinpoint her energy across space, but...there! Though a part of him wanted to ask her what in the world she thought she was doing, the logical side of him said to play ignorant. So that was exactly what he did.
"Heeey, Nashua!" The Namekian's voice would ring in the new Queen's head, clear as if he was standing there, "How are you? It's been a while-- oh, sorry! It's me, Chime. Y'know, from Earth? You're not crazy or anything, it's really me, this is a thing I can do now. Anyway, I've been getting in touch with old friends, just seeing how everyone's doing, and I hadn't checked in with you in...well, ever, so you're on that list." It was a blatant lie, but he said it with cheer and hoped it sold, "Things on Earth have been going smooth, finally. How's things for you?"

If there was one way Nashua could have described how most of this Arcose stuff was going, it was busy work. Most of the time, it hardly felt like she was even making progress, as whenever one thing was finished and wrapped up with a nice bow on top, two more things of equal importance and difficulty would arrive. She had a few other people who were capable of helping out with some of the paperwork, but unfortunately, most of her work force was mostly either Arcosians who had yet to give a damn about what was happening, or Saiyans who had yet to give a damn about Arcose. There were a small number who were somewhere in that happy medium that were willing to do the work, but even those few would occasionally mess up the work or do something Nashua wouldn't have. Finding trustworthy individuals to delegate to was a task in and of itself.
Nashua was about halfway through one long paper in particular at her desk, when she suddenly heard a voice. She looked up towards the door to see that it hadn't even been opened, yet she could hear it so clearly, as if someone was speaking directly into her ear. Her head whipped around to see if anyone had snuck into her room without her noticing, but not a soul was around. She was just about to start wondering if the stress of her job had finally driven her crazy when the voice clarified both who it was and that she wasn't crazy. "Oh, hello, Chime!" she thought back with a smile. She remembered the little green bean of a Namekian now. Much cuter than most of the other adult ones on Namek. Friendlier, too, if her memory served correct.
It was nice to hear that some people were thinking of her in positive ways after the last week or so of various anonymous and some not anonymous death threats. She'd stopped reading them all after about the fortieth one or so, and instead had just amassed a pile labelled "to be incinerated". "I'm glad to hear from you!" she continued to reply in her head as she got back to work on the sheet in front of her. "And it's good to hear Earth has been doing well, I haven't been able to spend much time there in the past while. And as for me, well... I certainly have a lot of work to be doing." She bit her lip as the words "Allocated Net Capital Efficiency" stretched out across the paper in front of her. A net was... What you use to catch fish, right? "Off topic, but do you know what 'Allocated Net Capital Efficiency' means?" If anyone knew, maybe the all seeing Namekian might.

Chime let out a sigh of relief when Nashua responded. She didn't seem to suspect a thing. If anything, she sounded stressed. He frowned up into the sky. Being in charge of a planet was pretty stressful, Chime would know, and he wasn't even involved in the political side of it. Though he imagined Nashua has more angry citizens to deal with than Chime ever did. Of course, he didn't want to let on that he suspected any of this, so he kept on chatting cheerily.
"Work, huh? It seems like there's always something to be doing. When you've got the free time, maybe you can visit. Or hey, I could even come visit Vegeta, I've never been." The news screen he was still floating in front of scrolled through all its headlines, and came back to that slightly blurred image of Nashua. There was a chance that this wasn't true, that it was just a sensational headline meant to promote their news site, but...reporters wouldn't get far just spewing outright lies. There must have been some nugget of truth to this, even if the whole story was more complex than a simple headline (which it certainly was.)
"Allocated Net Capital...? Huh?" Nashua surprised him by outright asking for advice, and on something seemingly random. He blinked for a second before he replied, "...Well, I've never heard that phrase, no, but I know what all the words mean? Allocating is setting things into groups, net is like the total things you have. Capital...could mean a city but sounds like they mean money, in this context. Efficiency is how fast and well you do something. So all together..." Chime scratched his head, "It's how quickly and competently you can distribute all your resources to the places they're needed." Yep, this was definitely some of that political side he had just been thinking about.
Over the telepathy, Nashua would hear him laugh a bit, "What've you got to know something like that for? Is this some new kind of Super Saiyan training?"

"I think I'd much rather visit Earth than have you visit here," Nashua replied with a sigh. She was going to have to make her way over there on business, anyway, since she had few doubts that there were some people on Earth who'd find it suspicious that a Saiyan had now been placed in charge of Arcose. Namely, the President they had over there. He'd probably heard about it by now, if he was still politically active and all that. Chime, Nashua wasn't so sure about. He did mostly just live on that floating island in the middle of nowhere. Did he even have a television? From what he was saying, he didn't seem to be all too aware of the goings on over on Arcose, or at least hadn't brought it up yet. Chime was also apparently a lot better at figuring out what big words meant than Nashua was.
"Oh, that makes sense," Nashua replied over the brain phone. So that meant she just had to tick off that box, there, and then write in the amount listed over there... There, that looked good. "Nothing like that," she also replied to Chime's guess at what she was doing. If Super Saiyan training actually did involve this kind of stuff, Nashua was fairly certain every Super Saiyan that currently existed would not. Especially not her. "Once you get to high enough positions in life, those positions tend to come with a ridiculous amount of paperwork," she further added as she signed her name at the bottom of the sheet and moved onto the next piece of paper. "Although, I guess since your stuff is all spiritual, you don't really have to worry about paperwork, do you?" Being Kami sounded a lot more appealing than being Queen right about now.
But, as the saying went, the grass always looks greener on the other side of the fence. Being Kami probably came with its own slew of issues unique to the job. Speaking of which... "Those Dragon Balls aren't active again over there, are they?" Nashua asked, tapping her pen against her lip as she eyed the next sheet of paper. It had something to do with taxes. "They tend to attract a whole lot of trouble, so I'd be careful. Feel free to give me a holler if you need me to keep someone from blowing up your house, again."

Visit here. She didn't specify where 'here' was, and it gave Chime pause. In the brief times he'd actually been with Nashua, he'd never known her to be deceitful. Was she purposefully being vague now? Or was he overthinking things? ...Probably the latter.
"Not so much paperwork for me, no. Plenty of research and old books though, which is kind of similar? Lots of reading and writing, either way." He shrugged, though of course Nashua couldn't see him, "Paperwork is more Carro's thing. Anyway..." Chime looked up to the sky in thought. Should he tell Nashua about the Dragon Balls? He didn't want her to drop everything she was doing and run over to Earth, especially if she was in charge of a planet now, but maybe some honesty on his part would earn some in return. Then he could drop this whole act of ignorance and just have a conversation.
"They are active, actually. But everything's okay! I'm not sure many people are even aware of it honestly, no one's been hunting them as far as I know." Not that Chime had been explicitly keeping track of the Dragon Balls, but the battles for them were usually pretty noticeable, and the news would reach his ears eventually if they happened, "So don't worry about that. My house remains whole and un-exploded." He laughed as if having villains powerful enough to turn to into dust attacking your home was some sort of humorous, run of the mill thing. Which it sort of was, at this point, "You're welcome to stop by whenever you're in the area, though. There doesn't have to be some disaster for us to meet. Whenever you're not so busy back on Vegeta, okay?"
