EPCs are a concept I played with in Megaman Battlenetwork forum. These were characters that Everyone could use (Every player Character) to help flesh out the world.
Think Freezia soldiers, Red Ribbon army guys, bandits, different monsters both legendary and mundane.
Perhaps we could make the president of the earth, and other such things. Maybe introduce some mighty fighters from all across the galaxy at a variety of power levels that we can pit against our own characters, or vs other people.
Having a Hercule like figure would be a ton of fun.
Or a monster like Jenemba that occasionally terrorizes hell.
What do you guys think?
Also characters that staff control but no one else does. (Zeno and Angels and Gods of Destruction come to mind.) That can be used for plot purposes.

Due to the way WOD functions, and the approach our forum takes to plot progression, there will rarely if EVER be NPCs that directly influence the storyline. That's all up to the players and their characters. Using random NPCS, though, is all fine and whatnot Also there are sooome NPCs that staff control but no one else does, but they do NOT function for plot purposes. Think King Yemma, King Kai, the Dragons, and Beelzebub. King Yemma does your judgement, King Kai and Beelzebub are Afterlife Tutors, and the Dragons...Well you know what they do. Actual plot progression has and will always be done through player characters, though, that's just how we roll

Okay, so I was on the right track with the staff controling Zeno, Angels and Gods of Destruction then? Neat. What do you think of the extra characters that are built as fodder or just to fill the world?

I don't believe NPCs that aren't minions are allowed to have explicit or high PLs

Non-purchased NPCs can't have a major effect on the shared story, yeah. As long as they don't interfere with these rules though, you can do whatever you like with NPCs. I often brought some of Vi-Poi's non-purchased NPCs into threads, and other people used them as they liked.

Non-purchased NPCs can't have a major effect on the shared story, yeah. As long as they don't interfere with these rules though, you can do whatever you like with NPCs. I often brought some of Vi-Poi's non-purchased NPCs into threads, and other people used them as they liked. That link seems to go right back to this thread which is a bit confusing... Maple just to clarify though, are we free to play idiot npc thugs for people to beat up on so long as they have no sizeable power level of their own, even if our character isn't in the thread directly? Asking for a friend.

Having spoken to several staff members, here's what I learned about NPCs.
My Minion, Tubax, in service to Arghul, as started a Martial Arts School. "The School of Infinite Prosperity".
In this school is a small, and growing army of martial artists.
Now, let's say I had One Million of these guys.
Caffery, a character belonging to Sketch, has a PL of 20.
That's not great. He's as strong as five of those farmers that Raditz murdered in the first episode of DBZ. He's 5x stronger than a completely normal human. In the words of many members. He is quite 'smol'.
All students of the School of Inifite prosperity, are considered talented and acomplished marshal artists. Were I to do a thread with Caffery, and Caffery did not want to lose to these student. All One Million could come at him, and he would win. I would, as I write them, need to find a reason for each and every one of them to fall.
They are mooks. They are Frieeza soldiers. I could give them names, sure. But what they are for, is to show your Character has enough influence to have soldiers, but also, to make EVERY SINGLE other player character look like an ultimate bad-ass. Oh yeah, when I describe fight scenes with these guys against anyone, they're going to go all in. I'm going to make them sound intimidating and fearsome. But each and every one of them will lose. PCs, are Super Heroes. We're the main characters. NPCs do not have any influence on the plot outside of flavour.
It's a fun and tasty flavour, but that is all it is. They're nice and crunchy and they give a nice sense of escalation.
At the moment, here is how I enjoy doing threads, and you could read a few that I'm in to see it.
First go the Students. They get trounced easily enough, then comes Sensei Tubax, in his Multiform (2.5k PL) most people can handle either or Multi-form. But WAIT! Then Tubax powers up, both Multi forms are now 5K, which is a little less than average. Almost anyone on this site can either beat them base form, or power up to beat them. Then Tubax fuses with himself, THEN after that Tubax is beaten I can bring in Arhgul or do what ever.
Just like a lot of the DBZ movies. "Soldiers that stand no chance and show what gods our main characters are. Lieutenants that give us some good action, big bad threat that gets blasted away in a flashy finish."
Any NPC you make can only ever fall into that first section, unless another player agrees for story reasons that they can overpower them.
This is what I've come to understand, and I honestly think it's a wonderful way to do things. As a long time 'DM' for DnD, I love having disposable mooks like that.
So my suggestion? If you're ever fighting a bunch of NPCs? Don't use your KP, and have as much flashy fun as you like haha
