APPEARANCE:
Draft is possessed of an eloquent speech, a trait common to his fellow Arcosian brethren. He has a pleasant voice, one often amiable towards other. He is even cordial toward those he may deem of a "lesser race", such as the brutish monkeys of Planet Vegeta (though he would rather not be in their company.) He is quick to listen and slow to speak, but one must not mistake this for passivity. He has a mind, and he is not afraid to speak it when necessary.
It is in his thoughts that his true nature shines through. On the outside he maintains a respectful manner, but in his thoughts, he can be just as xenophobic as the next Arcosian. He perceives others as either tools to be wielded to his benefit, or stepping stones to elevate himself to higher positions of status and wealth. He thinks highly of himself, full of pride and vanity as he relies on his great intellect and ability, thus granting himself a great measure of hubris.
He is always moving to get ahead. Draft values power, respect (either through fear or admiration), wealth and riches, and one's geopolitical status. He will actively associate himself with those who possess any of these things, ingratiating himself until Draft learns the means by which he can acquire these things for himself. He is conniving, a bit of a weasel, always willing to stab an ally in the back if it means placing himself in a more favorable position.
His own family cannot stand him. They believe he is pompous, arrogant, and deceitful in all of his dealings. He does not possess true friends, only acquaintances whom distrust him as he has often shown himself to be a pathological liar, always willing twist the truth to fit his own narrative. But to the perfect stranger, unfamiliar with Draft and his mannerisms, he is polite and cordial, even friendly to some degree. It all depends on what they possess, and how he can obtain this from them.
Lastly, Draft bears the unique physiology of his brethren as an Arcosian. His body is small yet compact with durable musculature that permits him to be a strong combatant as well as harbor deep reserves of ki energy. He possesses a tail, often wielded as a third appendage when needed. His skin is a pale dull color save for the crystalline portions atop his skull, forearms, and shins—arguably the most durable part of his compact yet sturdy physical being.
BACKGROUND:
Early Life
Draft was born into a small, poor family on Planet Arcose of the Clan Arctos. His parents were minor league traders who were suffering in their personal business, which meant they had little growing up. As such, Draft learned early on that you cannot subsist on the kindness of others but must learn to survive at all costs.
Being the smallest of his siblings, he was often bullied by them and told him ambitions were quite foolish. The older siblings sought to succeed their parents and take over the family business, but Draft proposed the core of their plight resided in the fact that his family were xenophobic and refused to deal with non-Arcosians. This limited their ability to trade, and thus, led to no growth or expansion.
Draft did not believe one had to be either a loyalist or a good peddler, and for this very belief he was often scolded and berated by his family. He, too, inherited a significant worldview that the Arcosians were a powerful, prominent race destined to be the natural rulers of their galaxy, but Draft believed there was a benefit in mingling with the races of other planets.
World Trade Fleet He did not want to inherit the family business. It was but a dying ember, and despite his older siblings plans to revive it, Draft understood without expanding one's thinking and allowing exceptions, they could never hope to accomplish much more than they already had. He hated sitting in their stall with his parents, seeing many other vendors do business with others while their own plummeted.
Draft was tired of being looked down upon. He wanted power and status. He wanted wealth, and lots of it. These were the things that made a person noteworthy, and the Arcosian youth did not want to live the rest of his life invisible to the great masses of the powerful and the privileged.
He deigned to join the World Trade Fleet as a means to get out of his oppressive home life. Not even this last very long. While the military service taught him valuable lessons in navigating the ideals and weaknesses of others, it neither suited him to place himself in a subservient position to others. Why fulfill the dream of another when his own yet remained to be fulfilled?
Draft served only a few years as a common foot soldier, and in that time learned about the other races that served the WTF, learning to practice what he preached in his encounters with Saiyans—perhaps the most unpleasant race of them all. He found he shared a similiar distaste for Androids—arguably more powerful than common mortals, yet many were satisfied in a subservient position instead of rising up and claiming their rightful place as the masters.
When the World Trade Fleet no longer served his means, he left their employ to seek his own endeavors within the wide, vast universe.
Seeking His Destiny No longer sequestered unto themselves, the great expansion efforts of the World Trade Fleet saw a massive slew of Arcosian space pirates emerge as a unified force, quickly overrunning the Saiyans and resuming their place as galactic warlords with their lucrative planet-selling business.
Using this opportunity to venture forth from Arcose, Draft tried his best to detach himself from his World Trade Fleet roots and instead sought to present himself to those he encounter as a pioneer of sorts. He saved much of his earnings from his time as a soldier for the WTF, and now wielded it in a manner to buy up portions of private businesses and invest in emerging technologies amid many different planets and their unique cultures.
He wanted to place his eggs in many baskets, and while some ventures failed, others proved lucrative, allowing him to begin to grow in status and wealth. Power, on the other hand, seemed far more difficult to obtain. People responded to wealth far easier than they did to brute force, but now that he has established for himself a foundation from which to operate from, Draft now seeks to grow in power and ability.
Money may turn many cogs in an ever-expanding wheel, but it could not accomplish everything he desired. He seeks to travel the universe, meet and befriend many powerful allies, and siphon that very power away for himself. And much like the Arcosian Empire, he will commit his deeds in relative secrecy until time to emerge as a new dominant force.
TECHNIQUES:
OFFENSIVE/DEFENSIVE TECHNIQUES:
Glacial Burst [A1]: Draft extends his palm as teal colored energy gathers in his palm into a crackling orb that is fired as a large beam. Deals 33% of your current PL in damage.
Ki Barrier[B1]: Through some proper Ki Manipulation, you've gained the ability to summon a barrier made of Ki! Protects you with power equal to 33% of your current PL.
SUPPORT TECHNIQUES:
Bulking [UT]: By some means, usually via a significant increase in muscle mass, you increase your offensive power at the cost of your defenses, this results in an increase of your offensive PL by +x1 and a decrease of your defensive PL by -x3. You must have a transformation that provides at least +x3 defensive PL to use this technique. Using Bulking costs 0 KP in a KP Battle. It must be active for at least two turns before being deactivated (including the turn it was activated on), and can only be deactivated at the end of a turn, after completing all necessary defensive calculations.

@draft This is a good start! I did have one point, and one question, before we proceed further. First, the faction you refer to is generally labelled the World Trade Fleet rather than Federation. Second, I'm curious as to what connection you're claiming for Draft to Frieza, per your appearance section.

RamenThe reference to Frieza was purely meant to demonstrate his xenophobic tendencies, such as Frieza's hatred for the Saiyan race in particular, but I went ahead and edited the sentence to state that it is a general xenophobia w/o relation to Frieza. Just an oversight on my part. Same with World Trade Federation. I thought it was Federation, not Fleet, but I made the necessary changes to that as well. My apologies!
