I think a month is far too long for a DB DE to be open. It gives a lot of time for people to get a whole lot of PL and/or items and with the 200% damage rule added I think it could use some tweaking. I say making it two weeks, or even would would make it fairer to the challenger. It raises the stakes of going after the dragon balls, but still gives you a chance or two to get involved in the fight.

DEs are open for 72 hours before they close. The only way they can be reopened is if the intent of the DE changes/escalates. That's what happened with the Cold Shoulder DE. It started as a closed DE, and then Scallio opened it up when he decided to try and nuke Mt. Frappe. It was open for 72 hours, and then closed it. It only got opened AGAIN when Kalabas tried to destroy Earth right near the end.
Last I checked, DB DEs act the same way. And if anything, they're only open to anyone who rolls that particular DB.
Its random chance to get one of the dragon balls in the fight so they can end up wasting their effort all together.
However when nearly all the dragon balls are in the fight its very likely they are gonna be able to join the fight.
Now for what I personally think is that unless your trying to come up with a entire new set up for Death enabled threads all together its fine as it is. Their is huge risk and huge reward to go with the threads along with it costing quite a bit to seek out the dragon balls. As well as taking over a planet or kingdom form a normal De. Their is without a doubt ways to take advantage of rules but that is so with nearly all rules as was seen with Namek. So unless you want to come up with a entire new system for fluid time and de's I think it is fine the way it is currently.
The chances of getting into a DB DE can be pretty slim to begin with, if there's only one or two dragon balls present in a thread. At minimum, one dragon ball in the DE, that's about a 14% chance to enter the thread, if my math is right. With the thread open to rolls for a month, each person wanting to attempt entering gets 3 or 4 of those 14% chances. There's plenty of DB challenges with more dragon balls, and so a higher chance of rolling into them, but imo the rules need to be planned around the 'worst case' scenario like that.
You /could/ make an argument for scaling how long a thread is open for depending on how many DBs are in it, but that could get messy.

I think two weeks could be a reasonable reduction. One month is ripe for potential "upsets" in a sense. I think the most recent example would be the Hope's Corpse battle? It went on for quite a while before suddenly I think week after it started 5 more entrants or so found their way in. Usually though, the amount of entrants in a Dragon Ball DE is pretty static.
A month, thinking on it now, is far too intensive. Gives a lot of lenience for people to work up PL or a few items while the other fighters are stuck. Could turn a 1v1 or a 2v2 into a massacre with the right circumstance.
If we lowered it to 72 hours or even a week, though, I think it'd be far too restrictive. That'd mean essentially that if someone rolled the same exact minute that the challenge started, they'd only get one attempt to help. To some of you that might not seem so bad, but it is a little unfair.
Two weeks, however, is exactly how long it'd take for someone to exit one DB DE they challenged in and get in a roll, while also giving most other players two chances to get in. It excludes the fewest people, while also lessening the chance someone can grind out like, a bajillion extra PL.
We'll talk about it more internally, but I think this is a positive change.
