They say failure is the greatest teacher of all time, teaches people to learn and adapt from a difficult task, to humble the haughty who believed themselves to be untouchable, and to reward a gauntlet of pain until the warrior rises again. Russ has experienced all of these stages of failure and somehow his thick-headedness did not absorb the teachings and warning from companions. Perhaps losing the peak power of a saiyan will finally teach him a lesson for the millionth time...?
Without his Oozaru transformation, how could he prove himself to be useful to the president? How can he defend earth properly with no strength to make a dent in his enemies? Can he still continue his crusade of vigilantism if the bad guys will laugh at his failure knowing they won? If he went to see his best friends and told them what happened, he will die and never walk among mortals ever again. There is Dion...the man is pretty great with advice especially over a drink..but he's never become a great ape, he'll never understand what's it like to reach the peak of saiyan prowess and be stripped away of his power.
That leaves the president..he's someone he can relate to, he lacks the power of a super saiyan and has never become a great ape to his knowledge, he managed to change the world with his technology rivaling that of gods. The guy is wealthy enough to afford multiple homes, perhaps he owned an instruction manual for first-time super saiyans, the inexperienced blue warrier is gonna need it.
The half saiyan plow through a row of clouds and bypassed a jet plane, the Hofferson residence is just a mile away. The distance between himself and Carro's home soon diminished as he descended in front of the entrance. A gentle knock on the door three times is necessary to get the home owner's attention. "LEO? Mr. President? You in there?" he knocked on the door three times again.
